As we move through the second quarter of 2026, the regulatory landscape continues to evolve at pace, with several policy developments shaping both near-term priorities and longer-term market reform.

To provide further insight into these changes, Andrew Jones, our Head of Regulation, shares his latest perspective in our May regs round up:

“Recent global developments, particularly events in the Middle East, have begun to influence UK policy timelines and priorities. One notable impact is on the British Industry Supercharger (BIC), where both scope and implementation timing have been adjusted. This is a welcome and pragmatic step, helping to ensure continued protection and competitiveness for GB manufacturing during a period of heightened uncertainty.

We are continuing to monitor how the situation evolves, particularly if there is further movement from government to extend support mechanisms to households on non-domestic contracts should wider global pressures intensify.

Alongside this, DESNZ has now published its Review of Ofgem. This strongly endorses the shift toward a Customer Outcomes framework as an early deliverable. We therefore expect Ofgem to begin consultation activity in the near future. This is a positive direction of travel, moving away from prescriptive, legacy requirements and toward a more flexible approach that allows suppliers to focus on what customers actually need and value.

Smart metering also remains firmly on the agenda. DESNZ continues to refine rollout obligations, and we believe these are now close to publication. The intention is clear: to reinvigorate the rollout programme and move the market significantly closer to universal coverage than current regulations have achieved.

Taken together, these developments reinforce the need for suppliers to remain agile, responding not only to regulatory change, but also to wider geopolitical and economic factors that are increasingly shaping the policy environment.”
