Market-wide Half Hourly Settlement (MHHS) Programme Update
MHHS programme is an initiative that will bring the most significant change in how electricity is being used and accounted for in the industry. TotalEnergies have made considerable progress and achieved major industry milestones in readiness for the change.
MHHS will introduce site-specific reconciliation using half-hourly data across the whole power portfolio, resulting in a faster and more accurate settlement process for all market participants. This will be a key enabler for a smarter, more flexible energy system, vital in supporting flexible solutions for the UK's transition to Net Zero.
What are the benefits of MHHS?
- More accurate billing - provides greater transparency and accuracy in the measurement of energy usage and billing, which can help customers to better manage their energy consumption.
- Improved supplier forecasting - through the increase in data granularity provided, contributing towards lower wholesale costs.
- Better demand management – consequential benefit to manage peak demand and reduce the need for expensive generation capacity during peak periods.
What has been happening?
The programme continues to advance as planned, with all activities tracking to industry timelines. We remain focused on delivering the key fundamentals that align with regulatory milestones to ensure industry compliance.
- Supply Number Format change completed Sept 2025 - structure of the Supply Number has changed where Meter Time Switch Code (MTC) replaced with Settlement Configuration (SSC) ID; Line Loss Factor (LLF) renamed to DUoS Tariff ID.
- Reverse Migration capability completed Sept 2025 – Prior to our accreditation in wave 2, TE were required to enable the integration of MPANs already on MHHS into our systems, ensuring continuity of service for our new customers.
- Portfolio preparation and internal readiness – Data cleansing of all MPANs to ensure meeting eligibility requirements and development of a Change of Measurement Class (CoMC) automation tool to support business activities.
- P434 completed Oct 2025 - Unmetered Supplies settling Non-Half Hourly were required to settle Half Hourly using the CoMC process.
- Agent Strategy Defined & Mobilised - Work to align with the MHHS requirement to replace legacy NHH agents with the new Data Services & Metering Services structure. The forward strategy ensures TE remains compliant, cost-effective, and scalable throughout.
- P432 ongoing to Oct 2026 - Existing CT Advanced Meters settling Non-Half Hourly are required to settle HH. This requires using the CoMC process and in some cases a physical meter exchange.
- MHHS Qualification - As a supplier participant in wave 2, TE are actively progressing through the accreditation process in alignment with MHHS programme timelines target of MHHS Service Activation in June 2026. Kraken is the core enabler to TE’s compliance and transition to MHHS operations.
What comes next?
Our focus now shifts to maintaining compliance with current MHHS requirements and flexibility to potential changes proposed within the programme to improve the quality of delivery, and ensuring the business is ready for the operational and customer-facing changes ahead.
- TE have to complete the qualification and service activation process.
- Migration of all MPANs onto the Kraken platform, currently by end of Oct 2026. Now the Agent Strategy is defined, Change of Agents (CoA) work is now apart of the approach.
- MHHS Migration of all TE MPANs will commence from Aug 2026 through to May 2027. Collaborating with Kraken, our Agents, and a defined set of criteria segmentations to enable this transition successfully.
- Engaging with our customers in preparation; pricing, billing, and data management.
2026 marks a pivotal year in the UK’s journey to a smarter, more flexible electricity system. MHHS will fundamentally modernise settlement and enable the next generation of customer products. Now that the foundations are set and our Kraken platform is core to our readiness, TE is well positioned. However, the next 12 to 18 months will demand focus, alignment, and support from the entire business.
